311 – HRM’s Call Centre
HRM’s call centre is open 8am-8pm Mon-Fri, 9am-5:30pm weekends to respond to routine inquiries and complaints from HRM residents. Please use this service since it helps HRM keep track of issues that are of concern for residents (missed solid waste pickup, sidewalks not cleared, transit info or complaints, etc.) For more information please visit http://www.halifax.ca/311/

Covid-19 Related Information
There are many resources available to residents stay updated with the constantly changing information and measures taking place to control the spread of Covid-19 and to help residents stay informed and safe. I will list some below:

HRM’s COVID-19 Events Recovery Program for Non-Profit Organizations exists to support our nonprofit community and cultural event organizations. This one-time grant is currently open for funding applications! Details of the program including applicant eligibility, program criteria and the application, can be found here: https://www.halifax.ca/parks-recreation/events/supporting-your-event/grants
*Applications will close at 4:00pm on December 31, 2021, subject to availability of funds.*


HRM Meetings/Updates

Halifax Regional Council resumes in-person meetings
Since April 2nd, 2020, the municipality has held 342 virtual Regional Council, public hearing, community council, standing committee, advisory board and committee meetings to comply with the advice and directives from the Chief Medical Officer of Health. We planned to return to in-person Regional Council meetings September 28th; however, due to the delay of Phase 5, in-person Regional Council meetings resumed on October 19th.

Media and members of the public will be able to attend in person, virtually participate via a phone-in option or view the livestream on the municipality’s YouTube page. Those who wish to observe the meeting in-person, including media and the public, will be required to show full proof of COVID-19 vaccination and government issued photo identification.

Centre Plan Public Hearing
Centre Plan Package B Public Hearing is before Council on October 26th, with Council resuming in-person meetings this hearing will take place at City Hall. The Centre Plan is a planning process for the Regional Centre, including Peninsula Halifax and Dartmouth inside the Circumferential Highway. The Centre Plan is being developed in two phases, Package A – approved by Council in September of 2019, and Package B. The focus of Package B is on land-use policies for parks and community facilities, institutional areas, employment areas, and established residential areas.

The in-person Public Hearing is scheduled for Tuesday, October 26th, 2021 at 6:00 p.m., at Halifax City Hall, 1841 Argyle Street, Halifax.

If you wish to speak you can register with the Clerk’s Office:

  • the day of the hearing by 4:30 p.m.
  • day of the hearing up to 30 mins before the meeting
  • at the meeting, before the public hearing ends

*For members of the public who are participating in a meeting, a phone-in option will be available for those unable to attend in-person.*

The Windsor Street Exchange Redevelopment Engagement (Phase 2)
We are inviting you to participate in Phase 2 of Public Engagement. The project team will share two concept design options and is looking for feedback from the public and stakeholders to be used in making design decisions. There are a few ways to

Participate by:

  • Joining the Virtual Open House on Wednesday, October 27th from 6 – 8:00 p.m
  • Complete the online survey which will be open from October 27th to November 17th
  • Ask the project team any questions you might have in the Q&A Forum

Africville Active Transportation Project
The municipality is simultaneously working on a project to provide active transportation connections between the Africville National Historic Site and the rest of Peninsular Halifax. The primary objective of this project is to provide safe and comfortable access for people walking, biking, or using mobility devices to the Africville National Historic Site. Attend the Volunteer Conference
The volunteer conference is a celebration of the tremendous contributions of volunteers in the region. It provides residents with an opportunity to participate in training and networking to help them become more effective in their work and provide strong volunteer capacity throughout the municipality. Survey for Street Name Suggestions – Cornwallis Street
We are conducting a survey to collect new street name suggestions for Cornwallis Street. Phase one of the survey is open from Monday, Oct. 4th until Friday, Nov. 12th

Once phase one of the survey closes, all submissions will be reviewed, after the review, a short list will be created, then a second survey will be conducted to allow residents across the municipality to choose their preferred name from the short list. Learn more here

Apply for Neighbourhood Placemaking
Apply to host a Neighbourhood Placemaking project and receive training, guidance, and $1,500 in support funding from the municipality. The deadline to apply for projects taking place in 2022 is November 15, 2021. Learn more about Neighbourhood Placemaking here.

Christmas at the Forum
The longest running Christmas craft show in Eastern Canada Christmas will be taking place this year! Located at The Halifax Forum, 2901 Windsor St., Halifax, Christmas At The Forum will be held November 5th, 6th, and 7th and then over the next four weekends, there will be smaller shows in the Multipurpose Center. Bi-weekly green cart collection resumes
Green cart collection service returned to every two weeks on Monday, Oct. 4.

For green cart and garbage collection schedules, residents should either refer to the Halifax Recycles mobile or web-based app at halifax.ca/whatgoeswhere , or call 311. Sign up for weekly collection reminders, get a refresher on what goes where, check out recycling tips and much more, here. Cogswell District Project Updates
The Cogswell District is the biggest city-building projects in the history of Halifax.  We are now in the pre-construction phase, which is expected to last three months. You can get project updated here.

Heating Assistance Rebate Program (HARP)
Help with home heating costs is available for Nova Scotians living on low incomes. Applicants for the Heating Assistance Rebate Program (HARP) can apply now for the 2021-22 heating season. The annual program provides a rebate of up to $200 to low-income Nova Scotians who pay for their own heat.
